Mission Statement
The Bucks and Montgomery County Schools Health Care Consortium consists of 11 school entities in Bucks and Montgomery Counties. These school entities have joined together in a unique self-funded arrangement as a large group purchaser of medical insurance, prescription drugs and other employee benefits. The purpose of the arrangement is for consortium members to group together to get the best price possible for health care and employee benefits while also focusing on collectively improving employee health and wellness, potentially leading to even greater cost savings.

The District, formed in 1969, was created by a 10-year merging of the school districts that had previously served the townships of Lower Providence and Worcester. Fred and Kelly concentrate their respective practices on the representation of management in labor and employment law. Their experience includes representation of employers in both traditional labor relations matters and employment litigation and counseling. This experience includes representing public and private employers in a broad array of industries on collective bargaining negotiations, grievance arbitrations, and labor contract administration, as well as employment litigation and counseling under such state and federal statutes as Title VII of the Civil Rights Act of 1964, ADEA, ADA, FMLA, and FLSA.

Fund Consultant
Founded in 1893, and employee-owned, Oswald is one of the nation’s largest independent insurance brokerage and risk management firms. Through our family of partner companies, our “One Oswald“ approach helps individuals and businesses identify, reduce and manage their risks through our collaborative business units: property and casualty, employee benefits, personal client management, retirement plan services and life insurance.
The Oswald team is led by Steve Baltas, Janet Lukacs, Medhat Kaldas, Allison Crowe, John Kertis, Traci Collins and a variety of specialists in data analytics, communications and compliance. As Fund Consultant, the Oswald team advises the Consortium on benefit-related issues, strategic planning, compliance, conducts all financial analyses, and helps to oversee the communication and well-being initiatives on behalf of the Consortium members.
AMCA Systems, LLC
Fund Administrative Manager
AMCA Systems, LLC provides entities in the Consortium a solution to handle enrollment, billing, retiree billing and COBRA administration through its Connected Benefits software. The system has been customized to adapt to the needs of the entities and has full integration with all major health insurance organizations.
AMCA Systems, LLC also provides financial accounting services to the Consortium in connection with all aspects of self-funded health insurance groups.
AMCA Systems, LLC staff works with the entities within the Consortium to meet their individual and Consortium-wide financial and administrative needs.
